Summary:
There was a headline on the front page of the New York Times on October 16, 2017, entitled “The World Once Laughed at North Korean Cyberpower. No More” which claimed that North Korea tries to hack to steal information & technology for punitive and military purposes on a regular basis … and The NY Times reports, it’s getting good at it. Well this caused us to remember that the Soviet Union also tried very hard on stealing technology from the U.S. and the West. Then it comes to mind that present day China also participates in this activity rigorously.

It would appear that we could conclude that totalitarian governments in general have a proclivity to steal knowledge and particularly high technology. Why would this be so?
